Born on November 1, 1985, Dr. Bhat grew up in a family with a strong background in administration and public service. His father, GM Bhat, retired as an administrative officer in the Jammu & Kashmir government, and several of his siblings hold distinguished positions—ranging from a joint director in science and technology to a cardiologist in the United States.
Dr. Bhat’s academic journey began in the field of Veterinary Science. He completed his Bachelor of Veterinary Science and Animal Husbandry (B.V.Sc & A.H.), a path that laid the foundation for his early career. However, his aspiration to work in the broader spectrum of public administration led him toward a career in the civil services.
UPSC Journey
Dr. Bhat’s path to cracking the UPSC exam was challenging and filled with persistence. His journey began with success in the Kashmir Administrative Services (KAS), where he secured a commendable rank. After serving in the state services for two years, he also cleared the Indian Forest Services (IFoS) in 2012 with an impressive AIR 23 and was assigned to the Uttar Pradesh cadre.
Despite his achievements in KAS and IFoS, Dr. Bhat’s ultimate goal was to become an IAS officer. However, he encountered multiple setbacks in his attempts at the UPSC Civil Services Examination (CSE).
